The Quiet Architects of a New Gaza

While Gaza’s people endure mass displacement, famine, and relentless bombardment, plans for its “reconstruction” are being laid in Washington — without Palestinian representation. According to sources and documents obtained by Dark Box, the UAE has emerged as a powerful silent actor in efforts led by Jared Kushner and Tony Blair to define Gaza’s future, under the banner of a new Middle East.

The central tenet of the plan? “Gaza without Hamas” — but not just that. As revealed in closed-door meetings at the White House, the vision shared by Israeli and U.S. leaders is a Gaza without resistance, without self-determination — and potentially, without its people.

Kushner, Blair, and the UAE’s Influence

Jared Kushner, former Trump advisor and architect of the Abraham Accords, has long promoted the idea of reshaping Gaza into an economic asset, famously describing it as “valuable waterfront property.” In recent meetings with U.S. envoy Steve Witkoff and Israeli minister Ron Dermer, Kushner pushed for forcibly removing Palestinians from Gaza to make way for redevelopment.

Tony Blair and his think tank, the Tony Blair Institute (TBI), have also participated in discussions. One internal TBI document reviewed by Dark Box, titled “Gaza Economic Blueprint”, included proposals for artificial islands, deep ports linked to Gulf trade corridors, and “smart manufacturing zones.”

The UAE, long an ally of Kushner and Blair, has quietly pushed this vision forward. While officially supporting the Arab League’s roadmap to reintroduce the Palestinian Authority into Gaza, the UAE privately lobbied U.S. officials to abandon the plan and consider full displacement — according to sources close to the negotiations.

Otaiba’s Admission

Dark Box has learned that UAE ambassador Yousef al-Otaiba told American officials earlier this year that there was “no alternative” to displacement, aligning with Kushner’s rhetoric and diverging from Egypt and Jordan’s public stance.

At the same time, Kushner’s private equity fund, Affinity Partners — which received significant investments from Emirati and Saudi sovereign wealth funds — stands to benefit from potential privatization and reconstruction contracts should Gaza be cleared.

No Palestinians at the Table

The most disturbing revelation remains the complete absence of any Palestinian representatives in these discussions. While Israel, the UAE, and U.S. officials meet to redraw Gaza, the population most affected — over two million Palestinians — remain under siege or in tents.

The UAE’s role reflects a broader trend: using economic influence and strategic alliances to reshape the region, sidelining resistance movements and co-opting narratives of “reconstruction” as tools of dispossession.

Not a Peace Plan — A Blueprint for Erasure

These plans are not about peace or recovery. They are a continuation of the war by other means: using money, diplomacy, and construction blueprints to erase not just Hamas — but Palestinian sovereignty altogether.
