Former CIA officer Phil Reilly, who manages SRS, is also linked to Circinus, a company that received more than $200M in Emirati defense contracts under Trump.

Weaponizing Aid

The GHF allows for selective distribution of food — with no oversight from UN bodies or independent monitors. Field reports show:

  • Aid is denied to neighborhoods labeled “hostile.”
  • Families must submit biometric data to receive rations.
